13-09-2006   A channel for illegal migrants has been revealed in Kherson oblast

Counter-intelligence agents of the Security Service Department of Ukraine in Kherson oblast have found out one of the illegal channels foreigners use to come to Ukraine.

Officers of the Criminal Investigation Department have revealed several private enterprises founded by foreign citizens. These enterprises have received the licenses on employing foreigners at the Kharkiv oblast employment center.

According to the existing documents the foreigners were obliged to organize production of goods within the period of 2005-2006, but their enterprises were not operating.

These business corporations haven’t presented any financial reports to the State Tax Service.

The foreigners who were supposed to work at the indicated enterprises left the territory of Kherson region after getting license for work in Ukraine.

Under such conditions specialists of the Department consider such cases as premeditated use of labor migration by juridical persons, who have their permanent representative offices in Ukraine, in order to legalize illegal flow of foreigners.

The Security Service Department of Ukraine in Kherson oblast has initiated abolition of working licenses to foreigners. The Department has also suggested to the bodies of law enforcement to call the foreigners to account according to the provisions of the Ukrainian legislation “On legal status of foreigners and stateless persons”.   

According to the data of the State Security Service foreigners seek for a possibility of legalizing in Ukraine for the next term or going to the countries of Western Europe while working licenses are valid.
